A blocked account can be opened, in principle, in any financial institution that is allowed to conduct banking transactions in Germany. You can receive a refund by submitting an official application from you stating the details of the account to which you want the money to be refunded, or by confirming the German Embassy in your country that your visa application has been cancelled or rejected.
